Who Is Licensed to Survey in Abu Dhabi

Abu Dhabi issues more than one survey-related credential, through more than one body, for more than one kind of work. Treating them as interchangeable is the most common mistake made when appointing a surveyor in the emirate.

“Is this firm licensed to survey in Abu Dhabi?” looks like one question and is at least three. The emirate separates the regulation of real-estate survey activity, the licensing of surveying companies, and the classification that lets an engineering firm transact on the municipal system. A firm can hold one and not the others, and the one that matters depends entirely on the work. This guide sets out the distinctions and how a client can check a credential for itself.

Three credentials, three bodies, three scopes

The first is the surveyor licence issued by the Abu Dhabi Real Estate Centre. Under Law No. 3 of 2015, as amended by Law No. 2 of 2025, surveyor is a licensed real-estate profession in the emirate: the activity may not be carried out, and a person may not present themselves as practising it, without a licence issued by the Department. Licences run for one Gregorian year and are renewable, and practising without one carries a criminal penalty rather than an administrative one.

The second is the surveyor company licence administered through the Department of Municipalities and Transport. It is a licence to operate as a surveying company, and it is a different instrument from the professional licence above, issued by a different body.

The third is DMT engineering-firm classification, which grades firms and is what allows a practice to transact on the municipal permit system. It is not a survey credential in itself, and a firm may need it alongside one of the others rather than instead of them.

These are not tiers of the same thing. They answer different questions: who may practise the regulated profession, who may operate as a surveying company, and who may transact on the permit system.

The work the municipality does itself

This is the structural point that surprises teams arriving from Dubai. In Abu Dhabi, plot corner demarcation, plot re-demarcation and the final boundary survey certificate are municipality services, applied for through TAMM and carried out by the municipality’s own surveyor. TAMM states it in those terms: the municipality surveyor re-demarcates the plot boundary, and the boundary review is delivered to the contractor by the municipality surveyor.

A client looking for a private supplier for those specific services is looking for something the emirate does not route that way. The correct path is the government service, and a supplier offering to sell it should prompt a question rather than a purchase order.

Privately commissioned measurement is a separate matter and is not what those services cover. Measuring an existing building, documenting as-built conditions, capturing a site in three dimensions and producing drawings or models from that record are commissioned by the client and delivered by a supplier.

The registration side of the line

Measurement carried out for the purpose of real-estate registration — unit areas, common areas, and the survey work that supports entries on the register — sits on the regulated side. It belongs to the licensed real-estate profession, and the appropriate Abu Dhabi standing is a precondition rather than a preference.

The distinction is worth holding onto because it is not a distinction of difficulty or of equipment. The same instrument measures both. What differs is the purpose the measurement is put to and, with it, who is permitted to put it there.

How to check a credential

Ask which credential is being claimed, from which body, and for which activity — then verify it at that body rather than on the supplier’s website. The Abu Dhabi Real Estate Centre publishes its regulations and its professional directory; the Department of Municipalities and Transport administers company licensing and classification; TAMM is the platform those services are requested through, not the body that owns them.

Two answers should end the conversation: a credential named without an issuing body, and a Dubai credential offered as evidence of Abu Dhabi standing. Registers change, so a number quoted in a brochure proves less than a check made on the day.

Where Petra Point stands
