Which authority governs your project
Dubai splits by jurisdiction rather than by function. The Land Department holds the property register, and the zone a plot sits in decides the building regulator. The first question on any Dubai file is which of them the project answers to.
These are the bodies that govern and receive the work. One of them, the Land Department, also publishes the register Petra Point is certified on — the two are separate facts and are stated separately.
